Those same characteristics aren't optimized for hot summer pavement.

Warm roads can be tough on winter compounds.
Continuing to drive on winter tires through a hot summer can accelerate tread wear, potentially shortening the useful life of a relatively expensive set of tires.
Saving yourself a seasonal tire change may end up costing more in tire replacement.
Handling Can Feel Different
Winter tires are optimized for winter traction—not maximum warm-weather responsiveness.
On warm, dry pavement, an appropriate all-season or summer tire can offer handling characteristics better suited to those conditions.

Is It Illegal in BC?
BC's rules distinguish ordinary winter tires from studded tires. Studded tires have specific seasonal restrictions; the Motor Vehicle Act Regulations permit qualifying studs between October 1 and April 30, subject to requirements.
For ordinary non-studded winter tires, the bigger summer concern is generally suitability and wear rather than a blanket seasonal prohibition.
When Should I Switch?
Rather than choosing a date solely from the calendar, consider temperatures, weather, where you'll be travelling, and whether winter highway restrictions still apply to your routes.
And don't switch too early if you still expect winter travel.
